Mark a ticket as a reference
PUT
/v1/tickets/{ticket_id}/referenceRequires role member or higher.
Marks the ticket for the whole organization, to find it again when a similar problem appears. Idempotent: marking it again keeps the first time. The ticket itself does not change, and it is still deleted when the plan's retention ends.
